Selected from a distinguished shortlist of architects following an OJEC competition, the Ghent-based practice, Robbrecht en Daem Architecten lead the design team, working with artist advisor, Rachel Whiteread.

The scheme restores much of the fabric of the Passmore Edwards Library. A model for public libraries in Britain, its facade was conceived as a lantern, a symbol of the enlightenment project. The purpose-built Whitechapel Gallery is an outstanding example of the Arts and Crafts movement and its aspirations of being accessible, spiritually uplifting and transformative.

Robbrecht and Daemís design synthesises the architectural spirit and cultural symbolism of both buildings with a fresh modernity.
The practice has a longstanding reputation for collaborating with artists, including Cristina Iglesias, Juan Munoz, Gerhard Richter, Raoul de Keyser and the designer, Ann Demeulemeester.

Their new extension to the Boymans van Beuningen Museum in Rotterdam opened in 2003 and their Concert Hall, Bruges was completed in 2002. The practice works in London, with British architects, Witherford, Watson and Mann.

The selection panel comprised:
Alice Rawsthorn (Chair, Director of the Design Museum and Whitechapel Trustee)
Duncan Ackery (Managing Director, Tate Restaurants, Whitechapel Trustee)
Iwona Blazwick (Director, Whitechapel Gallery)
Christophe Egret (Alsop Architects)
Cornelia Parker (Artist)
Martin OíRourke (English Heritage)
Rachel Whiteread (Artist)
